This giant is nothing is like nothing Link has ever fought before. Gooma will try and protect his Palace with a ball and chain, and a large one at that! The trick to defeating him is to first dodge his attacks, and then run up to him and slash him. From time to time he will wind up a throw, and then you need to run as fast as you feet can carry you! It is unfortunate because Gooma has a whole lot of armor, so you can't afford to get hit more than a few times. It takes some time to get into the rhythm of how much time you have before he strikes, but when in doubt, run!
