But that some have a greater chance than others. Capacity.
If you can quantify it, it is measurable and therefore viewed as an empirical matter.
Lukes Three Dimensions of Power (1974)

The dimension which operates to determine the outcome of direst conflict.
The dimension which operates behind the scenes so as to exclude certain interests from direct public conflict in the first place.
The dimension which operates on people?s thoughts and desires.
One-Dimensional View

This is also known as the ?liberal? view of power.(Dahl and Polsby)
One part has more power because they have been able to prevail in the face of other?s opposition.
That an elite can impose their wishes against a majority opposition.
Dahl and Polsby argued that in order to ascertain who has the power in American society you must also prove that they can impose their will.
Two-Dimensional View

The two-dimensional view or the ?reformist? view. (Bachrach and Baratz)
Power is exercised by preventing certain conflicts of interest from coming into public play in the first place.
This ability to ignore legitimate issues or areas of conflict is seen to require reform in order to over come this illegitimate situation.
Lukes believes that this discussion on power needs to go further...
Three-Dimensional View

"Is it not the supreme exercise of power to get another or others to have the desires you want them to have - that is, to secure their compliance by controlling their thoughts and desires?" (Lukes , 1974:23)
The radical view.
The processes of socialisation are part of the exercise of power in any society.
This will result in a situation whereby those who are being harmed by this process will remain unaware
According to Lukes, it is possible for social scientists to work out who the victims of such a process are.
By using the notion of an ideal autonomous life - a life unrestrained by power - how would such a life be lived.
Any one whose life deviates from this autonomous ideal are the victims of power. A power being exercised by others.
Lukes three- dimensional power rests on the following assumptions.
Individuals could achieve true autonomy if they were free from the constraining effects of power.

It is possible to have a society in which the third dimension of power plays no part.

All social interaction can be used for the insidious form of power.

Society can be understood as an arena of conflict.

All institutions of capitalist society operate in a particular way to impose a distorting ideology or a false consciousness.

Lukes argues that social institutions need to be completely transformed in order for the victims of social and political power to free themselves of its effects.
Political Sociology

Power in the state and power in social life is the area that political sociology deals with.
According to Marxist political theory - Class relations have exploitation and domination in their very nature.
Marxist political theory explains state power by the structure of power in the wider society.
The economic structure determines the nature of power in the society. Class.
It?s the view that the state and government are a reflection of the underlying class relations.
The State

It is a distinct set of institutions that have the authority to govern a society.
Or as Max Weber puts it, the state has a "monopoly on legitimate violence" within a specific territory.
Because the state is made up of various institutions these institutions can at times have conflicting preferences.
So it is difficult to determine the state?s (singular) interests.
So a question regarding the boundaries of the state arises.
