At the Options screen, select Back then press Up, Up, Down, Up, Down, Down, Start  

Get Fishing Boat
After all hidden tracks are unlocked, go to the Boat Selection screen and highlight the Thresher. Hold L + R and press View, View then select the Thresher to race in a fishing boat  

Last place cheat
Go to a one player race. Choose a track. Select an easy boat while holding L + R. When the race starts hold the brake for five seconds. If done correctly the other boats will pass you and you will be in last place.
