Israeli minister for foreign affairs Tzipi livni confirmed to her American counterpart Condoleezza Rice that Israel's security comes first before the establishment of a Palestinian state and that the elimination of the Palestinian resistance factions is a precondition for the creation of this state.  

Livni told Rice who arrived on Sunday in occupied Jerusalem to hold preliminary talks with the PA leadership and Israeli officials as a prelude to the autumn conference that there must be clear discrimination between the PA pragmatists and Hamas.  

"Even if we found a common ground with the PA pragmatists, they need to understand that the implementation of future understandings will be implemented only according to the phases of the roadmap," said Livni.
